Angry students broke into agitation, with many damaging government property. Even doctors proceeded on strike. Caught between the devil and the deep sea, it was forced to institute the Veerappa Moily Committee to suggest ways for implementation the quota in a phased manner. The students’ agitation lost its sting, but Arjun embellished his pro-backward credentials.
